Honey-Oil Distributor Convicted
On February 8, 2018, Michael Ryan Wills, age 30, pled to a violation of Health and Safety Code Section 11360, Importing and/or Selling Marijuana across State Lines. Wills also pled to Health and Safety Code Section 11379.6, "Manufacturing of Concentrated Cannabis, to wit Butane Honey-Oil."
The investigation giving rise to the charges against Wills was conducted by United States Postal Inspectors and the El Dorado Sheriff's Narcotics Task Force. In a coordinated investigation, this team was able to track packages of concentrated cannabis Wills intended to ship all over the United States. The investigators also discovered that Wills was operating a Butane Honey-Oil lab out of his home. Butane Honey-Oil is a form of concentrated cannabis manufactured through an extremely volatile extraction process involving butane.
The defendant was sentenced to 2 years in County Prison pursuant to Penal Code § 1170(h) followed by 5 years Mandatory Community Supervision by the Honorable Judge Mark A. Ralphs. Deputy District Attorney Ashley Colivas prosecuted the case.
